Delamar is a natural dwarf planet-sized asteroid hidden deep in the Glaciem Ring in Nyx System. The current settlement was formed by free-thinkers during the oppressive Messer era and remains a hotbed for political radicals and anti-UEE sentiment to this day. As the ‘place to hide’ reputation of the Nyx system has expanded, an increasing number of criminals have moved in, the result being an ongoing conflict between small criminal groups and political radicals who feel that outright illegal activities undermine their message.
Delamar can be visited by anyone passing through the system, although there is a strong sense of paranoia. Everyone involved in running the station seems perpetually afraid of a massive police raid which they believe is constantly moments away from happening. The truth is that the planetoid is so well hidden and so difficult to reach that the UEE has never seriously considered dispatching forces to eliminate it (not to mention the fact that the dissidents remaining are fairly toothless, generally coming off in the media as protesting the government simply for the sake of protesting.)

Levski is a so called free-town located in the former QV Planet Services mining facility on Delamar in the Nyx System. It is occupied by political radicals with anti-UEE affiliations. In 2655, a small group of activists sought to escape the totalitarianism of the Messers and found refuge in Delamar’s vacated mining facility. The remote location seemed an ideal stronghold in which to start again.
They named the facility Levski in honor of the ancient Earth revolutionary Vasil Levski who shared their dream of an egalitarian society.
As word of this ‘free town’ spread, many anti-Messer activists, intellectuals and pacifists found their way to Levski.
They aspired to create an idyllic, leaderless society built around mutual responsibility. Unfortunately, the newly dubbed People's Alliance engaged in an endless debate over how to achieve their goals.
The first thing one sees upon entering Levski is the imposing statue to honor Anthony Tanaka, a child laborer who died under the rule of the Messers. The statue is an enduring symbol of the People's Alliance of Levski's revolutionary spirit.
The People's Alliance of Levski is a fringe group that aims to create an equal, self-sufficient society separate from the government of the UEE. It’s a place to go for missions outside the law and for black market goods, but it’s also home to radicals, rebels, free-thinkers and those who just don’t want to be bothered with Earth’s bureaucracy.
Humans on the frontier feel betrayed by the actions of the Messers and have adopted a once-bitten strategy when it comes to the UEE. And no one is going to tell you they’re wrong.
The Alliance possesses a set of six altruistic community rules for its inhabitants that sound much more like an attempt to build a better world than smuggle narcotics.
